It was the practice of every Church in the New Testament to have a plurality of Elders ( bishops) in place to govern the affairs and serve as the spiritual leaders of that Church. The Apostle Paul gives instructions concerning these men in 1 Tim. 3:1-7 and in Titus 1:5-11.
